About us
The Association of Manufactured Home Owners (AMHO) is a membership based organization that addresses the needs of manufactured homeowners in Washington State
In 2007, a community in Snohomish County was threatened with closure and nearly every resident in that community faced certain loss of what was their greatest investment of value: their home. The short story is that they were able to save their community from developers and preserved their park as an affordable lifestyle for the community’s senior residents. Realizing that their experience could help others to the same end, AMHO was born.
What We Do
Today AMHO is a not-for-profit Washington State Corporation with an IRS status as a 501(c)(3) organization. Our stated purpose is to promote, represent, preserve and enhance the rights and interests of manufactured home owners in the state of Washington through communication, education, negotiation and preservation of our communities. Recently, AMHO was part of a coalition of home owners and others who fought for the passage of HB 1217, one of the strongest rent stabilization statues in the country.
Leadership Committed to Advocacy
Arthur Garza
President, Board of Directors
Arthur Garza serves as President of the AMHO Board of Directors and brings a wealth of leadership, community organizing, and advocacy experience to the organization. A retired bilingual (Spanish/English) Spanish Medical Interpreter, Arthur worked for MultiCare Health System for 18 years, serving as the Chief Financial Advocate for MultiCare’s Cancer Treatment Center. He also created and taught the Spanish Medical Interpreter Program at Yakima Valley College for a decade.
Residing in a manufactured home community in Yakima with his 91-year-old mother and their pet, Chula, Arthur is deeply passionate about empowering residents through education on RCW 59.20 rights and the Manufactured Housing Dispute Resolution Program (MHDRP). He leads extensive community outreach across Yakima, Moxee, Union Gap, Hoquiam, Kennewick, and beyond. Through strategic partnerships with organizations like the Attorney General’s Office, Northwest Justice Project, and the Washington Low Income Housing Alliance, Arthur works tirelessly to strengthen and protect affordable housing statewide.
Michael Rohlf
VP, Board of Directors
Michael Rohlf serves as Vice President of the AMHO Board of Directors, bringing extensive executive leadership, operational expertise, and a deep commitment to resident advocacy. Residing in Spokane County, Michael’s advocacy began in 2018 when his community was acquired by a notorious predatory corporate owner—an ongoing experience that continues to ignite his passion for statewide housing justice. Outside of AMHO, Michael is an executive recruiter specializing in the placement of high-level construction and engineering personnel. He also brings deep non-profit experience, having served seven years in leadership—including four as Head Director—for Ham on Regal, managing over 300 volunteers for a 501(c)(3) show raising $100,000 annually, as well as serving as PTG President for the Institute of Science and Technology.
Since joining the AMHO Board, Michael has focused on modernizing the organization’s digital infrastructure, communication platforms, and operational systems to expand its statewide reach. He is equally passionate about hands-on resident engagement, empowering homeowners through education on RCW 59.20 rights, community organizing, policy drafting, and legislative advocacy.
Caroline Hardy
Secretary, Board of Directors
Caroline Hardy brings over 35 years of minute-taking and administrative experience to her role as Secretary of the AMHO Board of Directors. Her commitment to resident advocacy began at her manufactured home community, Leisure Manor Estates, where she helped establish the Leisure Manor Tenants Association (LMTA) to protect resident rights and served five terms as its Recording Secretary.
Driven by her passion for housing fairness, Caroline has actively rallied in Olympia to support key legislation, including rent stabilization. Her collaborative work with housing advocates led her to AMHO, where she was appointed to the Board of Directors in 2022 and elected Secretary the following year. Known for her attention to detail and thorough record-keeping, Caroline remains dedicated to advancing AMHO's mission and protecting the rights of manufactured home residents.
Laura Martin
Treasurer, Board of Directors
Laura Martin is a veteran and retired Oregon Certified Public Accountant (CPA). While living in Oregon, she served on the three-person team responsible for compiling annual financial statements for the University of Oregon. She now resides in Vancouver, Washington. After discovering unfair and unlawful practices occurring in her manufactured housing community, Laura connected with AMHO to take action. She is dedicated to combining her deep experience in financial reporting with AMHO's mission to advocate for justice and fair treatment for all residents.
Deb Wilson
Member, Board of Directors
Deb Wilson is an active advocate and community leader dedicated to protecting the rights of manufactured homeowners across Washington. A resident of the Leisure Manor Manufactured Housing Community in Aberdeen, Deb serves on the Aberdeen City Council, the Firelands Workers United Board, and participates in various legislative advocacy organizations.
With a focus on identifying and addressing park owner violations, Deb brings both public policy experience and an entrepreneurial background to her advocacy. She holds a Bachelor of Arts in Psychology and previously owned and operated businesses in photography, cable, and computerized technologies. Her diverse professional background and direct experience in municipal governance reinforce AMHO's mission to drive systemic change and accountability for manufactured housing residents.
Tina Hammond
Member, Board of Directors
Tina Hammond is a dedicated housing advocate who has been championing the rights and protections of manufactured homeowners since 2023. A resident of Sans Souci Mobile Home Park in Spokane, Washington, Tina is one of only two AMHO board members representing Eastern Washington—a critical region home to over 100 manufactured housing communities across Spokane County and the surrounding areas.
Her advocacy work spans legislative testimony in Washington State, participation on lived-experience panels, grant writing, and nonprofit governance. Tina holds a BA in Organizational Management and an MA in Organizational Leadership, combining professional leadership expertise with direct community insight to ensure Eastern Washington residents have a strong voice on the AMHO Board.
